On December 5, 2025, a delegation from the Knowledge and Human Development Authority (KHDA) of the Government of Dubai, United Arab Emirates, visited the Kunitachi City Kominkan. The five-member delegation showed interest in human resource development from the perspective of viewing it not only as school education but also as a comprehensive social system that includes connections with society. While seeking to learn about Japan’s education governance, early childhood education, the use of AI and ICT in education, and efforts to improve educational quality through collaboration between schools and local communities, they also expressed interest in Kominkan.
On the day of the visit, Mr. Kiichi Oyasu, Director of International Exchange at our Society, provided an overview of Kominkan as Japanese community learning centers. Mr. Keitaro Iguchi, a Social Education Specialist at the Kunitachi City Kominkan and a member of our Society, then gave an explanation of the Kunitachi City Kominkan.
The delegation expressed particular interest in the following points:
- “Youth classes for persons with disabilities” are not intended to provide employment support to persons with disabilities, but rather to serve as a place to foster well-being through building friendships and engaging in leisure activities.
- Programs targeting persons with disabilities and children with emotionally based school avoidance are conducted together with volunteers such as university students and working adults. Through these activities, the Kominkan functions as a meeting place for people from diverse backgrounds and promotes social inclusion through mutual learning.
- The significance of the childcare room at the Kominkan, which, unlike typical nursery schools, enables parents raising children to participate in learning activities while also providing children with opportunities to build connections with society.
Furthermore, it was explained that these initiatives at the Kunitachi City Kominkan represent urban-style Kominkan activities tailored to the local context and environment of Kunitachi City. Kominkan in Japan operate in response to the specific needs and challenges of their respective communities. As a reference illustrating such examples, the brochure for the Society’s 20th Anniversary, “Sustainable Community Development and Kominkan,” was introduced.
2025年12月5日、アラブ首長国連邦ドバイ政府知的・人材開発庁の代表団を国立市公民館にご案内しました。5名からなる代表団の方々は、人材開発について、学校教育だけでなく、社会とのつながりを含めたな社会システムとして捉えようとする視点に立ち、日本の教育ガバナンス、早期教育、教育におけるAIやICTの活用、学校と地域社会が連携した教育の質の向上などについて学ぼうとする中で、公民館にも関心をお持ちになったようです。当日は、本学会の大安喜一国際交流担当理事から日本の公民館の概要について、そして国立市公民館について、当館の専門職員であり、本学会の会員でもある井口啓太郎さんから説明された後、館内の視察が行われました。
代表団の方々からは、次のような点に関心が寄せられました。
・「しょうがいしゃ青年学級」が障がい者の就労支援を目的とするものではなく、仲間づくりや余暇活動などを通じて、ウェルビーイングを実現する場として実施されていること。
・障がい者、不登校の子どもを対象とした事業では、大学生・社会人などのボランティアと共に活動することで、公民館が多様な背景を持つ人々の出会いの場となり、相互に学び合うことで社会的包摂に向けた取組みとすること。
・公民館保育室では、一般的な保育所と異なり、子育て中の親が学習を行うために利用するということや子どもにとっても社会とのつながりを創り出す場になっていることの意義。
また、国立市公民館のこうした活動が、国立市の背景や環境に即した都市型の公民館活動であるように、日本の公民館は地域のそれぞれの需要や課題に即して活動するものであり、その事例が参照できるものとして、本学会の20周年記念リーフレットが紹介されました。
